Why is training incident responders justified?

Training incident responders is justified primarily for the safety of both the responders themselves and the road users involved in incidents. This contributes to a safer environment at the incident scene, reducing the likelihood of further accidents or injuries for everyone involved. While enhancing road aesthetics, supporting city development plans, and increasing traffic fines may have their own merits, they do not directly address the critical need for safety during traffic incidents.
